Homelessness has been a complex topic in recent times and becomes more complex in the COVID-19 era. This presentation will focus on the homelessness response system in Houston and Harris, Ft. Bend and Montgomery Counties in Texas. We will begin with pre-COVID issues, such as the concept of Housing First, issues around aligning public, private funding and housing vouchers, as well as working with healthcare providers and criminal justice systems. The conversation with then turn to homelessness during our current medical crisis, addressing eviction prevention and the impact on the continuum of housing from unsheltered, emergency shelter, through permanent housing. Current needs for health care, communications, and food and basic needs at this time will be considered, via work with OEM’s, Departments of Health, indigent healthcare system, as well as private non-profit hospitals. Issues around transportation and COVID Testing will also be discussed. Future post-COVID solutions to homelessness will be considered, including possible funding and working with the newly homelessness with a focus on homelessness prevention.
